-SolutionDirectory switch on nuget restore does not work with relative paths

Repro steps

  1. Create a console application 'A' and install a few packages on it
  2. Delete the packages folder
  3. Switch to the project directory for A
  4. Run 'nuget.exe restore packages.config -SolutionDirectory ..'

Expected:

  1. Packages are restored properly

Actual:

  1. Restore failed with 'The path is not of a legal form'

NuGet/Home#992

Force changing SolutionDirectory and PackagesDirectory to be full path
right before they are used. While reading settings, we need to pass the full
path and NuGetPackageManager needs a full path too
