Google Analytics tracking code should be pulled from config, not baked into the HTML #511

I think that the GA tracking code should be pulled from config, because otherwise when people deploy a local instance of NuGet Gallery, the analytics data for nuget.org will be polluted by metrics for the local installations.

This relates to #455 and affects views such as https://github.com/NuGet/NuGetGallery/blob/master/Website/Views/Shared/Layout.cshtml

We'd probably want to include a new Web.config setting something like this:
<add key="Gallery:GoogleAnalyticsCode" value="" />
