Show Prerelease packages if no official release is available #675

WebMatrix by default does not surface pre-release packages. In the case of early previews of existing products, this is fine. However with products that haven't achieved 1.0 (see SignalR) this makes installation troublesome. It would be nice to have the API return only pre-release packages for items that don't have an official 1.0 release.

Hey Tim, don't close the bug until you have merged your fix into Preview or Master.

This initially sounds like a request for webmatrix extension client to me. Unless someone has checked it is actually an issue in the curated feed the client is pulling down?

The WebMatrix specific work is done. And I think that we don't actually want to show Pre-Release packages when the user has selected Stable Only. Won't Fix
