Security - Option to allow pending users to submit new ticket

Provide a security application setting that would allow administrators to allow pending user accounts (accounts only in TdPendingUsers) to submit new tickets.

These users would have access only to the new ticket screen, and the ticket editor/viewer for their specific ticket. The home screen would show them a list of their submitted tickets, but no other dashboard items.

Will require new activity/action security in TdDomainSecurityProviderBase.

Option to prevent pending users from getting email notifications until/unless an administrator promotes them to another role (enable notifications by default).
