Pushing information about CKAN resources

CPS needs to be able to manage also the information about the resources that appear in CKAN indicators. That would mean:

• CPS is able to create a new resources, 3 more precisely, when a new dataseries is created
• it can store resource notes and push them to CKAN
• it should push resource name ( I'm assuming that the name will be automatically generated )
• it should push resource type/format ( ex XLS )
• it should push the resource link
• it should create and save the reports to the filesystem ( check note below )

Note About the link there's a longer discussion as right now @teodorescuserban is caching the indicator resources ( reports ) in the filesystem and he needs to know when to update them. Maybe we could have CPS generate the files and only update them when new indicator values are added.

We may need a way for the user creating a new indicator type to specify which reports are turned into resources.
