countdistinct and $count are returning Edm.Int64 which is not spec compliant #758

As described in OData Extension for Data Aggregation Version 4.0 on 3.1.3.5 Standard Aggregation Method countdistinct:

The result property MUST have type Edm.Decimal with Scale="0" and sufficient Precision.

and on 3.1.5 Virtual Property $count:

The result property will have type Edm.Decimal with Scale="0" and sufficient Precision.

Right now we are using Int64 for countdistinct and PR #738 will use it for $count too.
