The reason is hidden in the Chinese model of manufacturing, the SoC company provides all - the ICs the reference design, the software support and then the factories manufacture products without any R&D, so releasing proper documentation is not top priority. Also all they support is Android and they do not care to release proper GPL Linux Kernel sources. This results in situations like this when you have very simple problem (Like the VGA controller problem we had with A13) where you can't solve it for weeks and have to do reverse engineering and spend tons of time to fix something very simple which is not in their "support package".
