We had a downtime today and some people were trying to upgrade to 1.4 and were surprised to not have access:

Minimally we should better communicate with the community for downtimes. We might also consider a public mirror of the rpms that we control but is unaffected by downtimes.

Yum supports mirror lists but would have to host the logic of mirror look up outside OSC systems or on something not affected by downtimes. Mirrors could be other sites that agree to host a copy of repos. There is also option of hosting repos on SI VMs but not sure on cost. We are looking to do something similar for wiki to have it accessible if we have to shutdown web VMs.
