I happened to use proj with -V and some input data in lat,lon order
but was told that the longitude or latitude were out of range even though I'd supplied -r to reverse the order.

After some investigation, it appears that proj.c/process() considers the reversein and reverseout variables but vprocess() does not.

I discovered this in 4.7.0 but checked SVN the trunk still has this problem.
