Adds metadata to the SVG logos

Adds proper metadata information to SVG logos and saves them as Inkscape optimized SVG format.

Added metadata are as follow (see screenshot) :

• Title: the SVG file name (english)
• Date: June 2017
• Creator: Tim Pebbens
• Credits: Copyright OSGeo Foundation
• Editor: OSGeo Foundation
• Identifier: the SVG file name (raw, without extension. e.g: osgeo-emblem-cmyk)
• Keywords: OSGeo, logomark, logo, compass (this is an example for osgeo-emblem-cmyk)
• Description: Official OSGeo logomark (this is an example for osgeo-emblem-cmyk)
• Collaborators: OSGeo Marketing Committee

Also added the following license in every modified SVG file. This can be modified to a more permissive CC-BY license, although I think this is probably the most appropriate for our official logos (see screenshot):

• CC BY-NC-ND 4.0. (https://creativecommons.org/licenses/by-nc-nd/4.0/)

This operation also allowed to remove the Adobe comment in SVG document headers (generated by the Get Interactive Illustrator software), as suggested by several community members.
