Remove support for the nmake build system #838

At the moment we have three different build systems for PROJ: Automake, CMake and nmake. With a few modifications the latter can be replicated with CMake. Support for nmake should be removed so we only have to maintain two build systems in the future.

An incomplete checklist of things to do when replacing nmake in favour of CMake:

  • DLL version naming
  • Manifest files
  • proj.def handling
  • nad2bin.exe execution
  • nmake.opt catch up
