Server Script Steps validation logic needs to be changed #2407

We should be able to have a rolling deployment like this:

1 Deploy Web App
1.1 Remove node from ELB (Server Script)
1.2 Deploy package (Package Step)
1.3 Add node to ELB (Server Script)

But in Octopus 3.3.1 you will be told Script steps that run on the server cannot have child steps

Release Note: Allow script steps that run on the server to be run across roles as a standalone step or as the first action in a rolling deployment
