Support long paths in Calamari on Windows 10/Server2016 #3130

When Calamari extracts packages and the directory/file structure exceeds 248/260 characters, an error occurs.

After this change, and enabling the group policy setting for long paths Calamari can now extract and execute files when the pull path exceeds those limits. This is possible on Windows 10 and Server 2016 only.

PowerShell already has the required options enabled.
