Channel Tenant filter should be used to pre-filter available tenant tags at deployment time. #3664

Currently when deploying to a channel with tenant tag restrictions, the tenant section on the deploy release page automatically selects each tag for the relevant channel.

The Tenant section should not be pre-filled by default, and the tenant filter should never be able to include tenants that do not match the channel's filter.
