If the network interface is interrupted the server stops accepting HTTP requests #5795

If an exception occurs listening on the HTTP/HTTPS port Octopus server will not attempt to re-establish the listening loop on the port. This condition is likely linked to local operating system changes such as an unplugged cable or network adapter re-configuration.

When this occurs a Failed to receive incoming request. error is logged in the server logs.

Prior to 2019.7.0, the server would try at least one time to resume listening, which likely made the failure invisible to users. We should put in a retry loop so that listening can continue once the network interface is fixed.
