Rename "Run on Server on behalf of <roles>" to "Run once for each <role>" #22

If we are splitting out the Orchestrator (#TBA) and/or the Worker (#TBA), this more closely resembles what is actually happening. I think it also mirrors more closely how an end user would think about and use this feature.

It would also be able to just say "Run once" or "Run once on a target which has role XXX", kind of like how TeamCity does it.

for flexibility it should really be Run <N> times on a target which has role <X>
