Destroyed Buildings should NOT be able to launch vehicles #335
Buildings classed as destroyed should not be capable of launching vehicles into the Cityscape - just as X-COM bases or other organisations cannot hold craft when destroyed in vanilla.
Currently organisations in OpenApoc that are hostile will launch craft from destroyed buildings when X-COM comes close... Such as the CoS here that launched a UFO recovery mission ( #333 ) from a destroyed CoS temple (also in screenshot)...
When buildings collapse it should destroy all vehicles and forces within and prohibit the spawning of new craft or forces until the building is >50% rebuilt (as per vanilla)
