Inverse USB_EN polarity for Camhi board

Camhi board on gk7205v300 has internal mosfet for power control which inverse output
gk7205v200 has it too, but datasheet doesn't contain this register's bit desctiption

Another brand don't use it, so enable it for all

At this point I am concerned about the effect of these registers on other manufacturers' boards. If we were at the start it would make sense, but now there are already too many installations everywhere. We need to be very careful about this and do a lot of tests on different equipment.
