EDIT: This seems to be the solution.

I was able to build on Big Sur with iPhone SDK ~14. This is a freshly installed system, it feels like I'm missing something.

Sorry, I know next to nothing about xcode but have you checked that the ".../SDKs/iPhoneOS15.2.sdk/..." path actually exists in your xcode 12 installation ? To me, the lineup (of available options in the Azure CI system I use for testing) at https://github.com/actions/virtual-environments/blob/main/images/macos/macos-11-Readme.md seems to suggest one may need xcode 13.2.x for this (?)

Yes, the SDK path does exist, I was even able to build another software against it.
Also I'm on Xcode 13.2.1. I misread it, sorry.

I can fix Makefile.system:1434: Makefile.: No such file or directory by adding ARCH=ARM64.

But Makefile.system:283: Makefile.conf: No such file or directory remains. Scroll to line 279 and you will see it calls Makefile.prebuild to make Makefile.conf and conf.h but I have none of those. It's still not clear to me why that's the case.

I only now noticed that you set macOS 11 (Big Sur), I'm on macOS 12 (Monterey).

Those files are generated by a perl script, you need to to install "xcode command line tools" to get a working perl interpreter.

Unfortunately I cannot test on Monterey as that platform is still not available in Azure CI or github runners.
Are you able to build for SDK14 or earlier on the same box, as you did on Big Sur (whatever numerical version that corresponds to) ? Otherwise, availability of perl (or other command line tools) could be the issue as brada4 wrote - though I'd think you'd get some kind of obvious "command not found" error.

Must be some kind of "ifdef x86 .. or arm... or whatever" there
