Chassis scanning a player should be a PVP action.
In order for Player A to scan Player B:

  • Player A and B are on a non-protected zone
  • OR, Player A PVP flags
  • OR, Player B is flagged.

The target of the scan does not have to be flagged, but the scanner player must be flagged on protected zones before scanning is permitted.
