It is not really important for our oil derricks as they are preplaced, owned by neutral, but it would make a difference for a buildable actor, especially if used with high amount and intervals.

I already wrote an optional fix (an InitialDelay value for CashTrickler) locally, but probably can't file a PR today. Opening this issue for now.
