Add config flag or launch arguments to define default dedicated server game options #14146

There is functionality to set the default map (by map hash) in server configuration.

With the advent of more servers being used for different purposes and improving player experience, it may be helpful to allow pre-set game Options to be customized for the dedicated server through a configuration. Options including:

Explored Map
Crates
Game Speed
Fog of War
Short Game
Conyard Flag
Starting Cash
Debug Menu
Difficulty (if applicable)

... should be available to be configured as on or off by default in a configuration file and/or launch argument

This can already be done by editing the rules if you know which traits expose each lobby option.

Great. Forgive me if this is specified in a manual, but just grep -rne the mod folder and I'm not sure which file to edit to achieve this affect.

In addition, if servers are on a cron to update and recompile automatically periodically, is it possible that the edited yaml will get overwritten on each new version?

In response to pchotes' comment above, in the 20180102 playtest, @MustaphaTR was able to identify the correct yaml files to achieve changes to some of the settings. See: #14746 and #14747 for examples regarding explored map and crates. Additional documentation may be able to be built to make this a bit easier for server operators to work on.
