Windows 10: Start menu shortcuts are not created for all users #14419

Start menu shortcuts are only created for the admin user that installs openra.

#13633 fixed this for desktop icons, and should be the starting point for investigating and fixing this.

Since this is on the milestone, but relatively low priority compared to the others, I want to point out that it's not likely to be fixed in time at least for the first playtest.

Looking at this in more detail, this appears to be a long-standing "feature" rather than a regression.
I'm not sure we have ever installed shortcuts for all users by default.

#13633 occurred because we had a mismatch in how shortcuts were installed vs how how they were removed, which is different to this.

Considering that we are overwhelmed by higher priority issues and that none of our core team like touching the windows installer code I am going to remove this from the milestone.
