This is sometimes used as an exploit to scout enemy army positions through the fog after a brief engagement.

Actors however reaquire targets when idle and new target is in sight.

pchote@edd7c7c will probably fix this, but I expect it will break other parts of the gameplay in controversial ways so I am not going to PR it.
