RA - Add back Temperate Shellmap #15686

We now support lua functions for nukes, which i know that map had. Also imo it would be good that at least one of our default mods show that we support multipile shellmaps that are randomly selected. Main issue is that Temperate Shellmap never got ported to lua at the first place, so someone would need to port it.

IMO the old shellmap was very unpolished, and doesn't have a place in the modern RA mod. We also (used to) have issues with RNG randomness at the start of the game, so the shellmap selection was not very random.

I'm using 3 different shellmaps on Generals Alpha, and map selections seems pretty random to me.

I don't really remember what temperate shellmap exactly was like. I know it was Sov10 and i use same map on Generals Alpha too, but complately different set up. My main point is that i really would like to see another shellmap on RA, it doesn't have to be old temperate shellmap (map is pretty small too, i see the map edges on 1366x768).
