That looks like you are running OpenRA.Game.exe directly instead of using RedAlert.exe.

I was opening "C:\Program Files (x86)\OpenRA\RedAlert.exe"

Ah, this is the same as #15256 then. Unfortunately we don't know what the issue here is.
Two things you can try:

  • Add OpenRA as exception to your antivirus
  • Delete the entire OpenRA folder and then install again
