These are the changes I would make:

  • Add an InitialBuildOrder field that defines a list of buildings to build first (in the order they are listed) before starting to build stuff randomly.
  • Improve the 'priority overrides' (example: running production of a defense or tech building should be paused or cancelled if it would make the base go on low power).
  • Merge BuildingLimits into BuildingFractions by turning it into a BuildLimit sub-property optionally set on each building.
  • Add hard caps: MaxBaseBuildings and MaxDefenses to prevent AI from going overboard on base size. Alternative: Adress this yaml-side by setting BuildLimit on ALL structures.
  • Add an optional ValidLocations sub-property alongside BuildLimit that forces the AI to only build that structure at one of those CPos locations (and only if they're not occupied), allowing us to use the base builder in singleplayer to build/replace buildings only at the desired locations.
