'Hovers' lacks configurability #16230

Neither the 'pace', nor the number of (max) offset steps, nor a custom base offset are configurable, making it currently impossible to accurately reproduce the visual hover effect of TS.

Additionally, disabling it should make the actor 'fall' towards CenterPosition instead of instant-resetting the visual position.

Furthermore, the visual position is also reset on self.World.Paused, which looks weird when opening the menu while there are hover tanks on the screen.
