Target.Type should automatically map invalid FrozenActors to TargetType.Invalid #16270

We have always automatically mapped dead actors to TargetType.Invalid. We should do the same for frozen actors with IsValid == false, which will let us remove manual checks from several places.

TargetExtensions.Recalculate will need to work around this in a similar way to how it detects and accounts for actor transformations.
