This is actually a many-fold request, but I'll leave it like this for now just not to forget, if it gets worked on I can split it.

As per @whocares

  • 1 key to cycle support powers (resetting cycle each time a power is applied or cancelled)
  • support power have priority order in the cycle (IC and chrono always on top, in case of double take arbitrary decision of the one on top)
  • While cycling, cameo appearing with the cursor giving you direct visual of what SP you're about to use/click

Practical scenario:
|| 3 support power case (chrono, dome, nuke)
press "g" key once : chronosphere
press "g" key twice : sonar pulse
press "g" key 3 times : nuke
...
| 5 support power case 2 (airfield + IC)
press "g" key once : IC
press "g" key twice : parabomb
press "g" key 3 times : paradrop
press "g" key 4 times : spyplane
press "g" key 5 times : nuke

Wouldn't it be easier to have a hotkey per support power?

Technically yes, but we have too many support powers to put hotkeys on, and a lot of them aren't even used in half of the games.

I don't really like the incremental hotkey idea here (same with how stances worked before, I just didn't use them because of it).

We could leave them undefined except for chrono, IC and nuke. Hotkeys for chrono and IC would help in situations when a second can make a difference because of their immediate effect (launching a nuke in the second before the silo is destroyed is similar).

Since OpenRA is an engine there should be a way added for modders to select which powers can be selected to specific hotkeys and which ones can't

I think the solution for this issue is giving the SWs a fixed order like the build menu. For RA imo
Spy Plane, Paradrop, Parabomb, Chronoshift, Adv. Chronoshift, Invulnerability, A-Bomb, Sonar Pulse, GPS Satellite could work. GPS at last because it fires without player interaction so it won't use up a hotkey slot for no reason.

Not against this as long as you can also use hotkeys if you desired.
