Update BuildTimeSpeedReduction during production #16654

The modifier does not adjust to changes during a once started production of a unit. This is an unfair advantage when a player is producing a very expensive unit and the other player successfully destroyed some of the production buildings that granted the speed increase.

It is also the opposite. After a unit is started, another production facility can be built and the timer will not be reduced
