Aircraft should hold reservations until they are a certain height above the ground #16664

Related to the ongoing aircraft and future docking refactors.

Currently, if an aircraft is idling on an airfield that wants to produce a new aircraft it will take off and release its reservation immediately. This allows the new aircraft to be created one tick later, and the two aircraft overlap while taking off.

This would look a lot more polished if the existing aircraft could hold its reservation until it was clear of the airfield. In the new docking system this can probably be treated the same way as units having to clear the service depot, or TD harvesters from their refinery.
