Resupply shows blocked cursor if some units in the selection can not resupply #16890

In release-20190314 the enter cursor is shown in this situation.

In release-20190314 the enter cursor is simply always shown, regardless of ammo situation (as long as the target is not reserved, at least). This was true for single actors as well.

I have no idea how to fix this for multiple selected units, as I don't know if it's even possible to prioritise a specific cursor for multi-actor selections.

My original comment, which I wasn't able to post earlier because github was broken:

This isn't really a regression - release-20190314 had the same behaviour for vehicles with the service depot. It didn't show the enter-blocked cursor for aircraft because of a bug/limitation where it never showed the enter-blocked in this situation.

@reaperrr beat me to being able to post this.

It would be nice to fix this, but not a regression so removing label and milestone.
