Resupply shows blocked cursor if some units in the selection can not resupply #16890
In release-20190314 the enter cursor is simply always shown, regardless of ammo situation (as long as the target is not reserved, at least). This was true for single actors as well.
I have no idea how to fix this for multiple selected units, as I don't know if it's even possible to prioritise a specific cursor for multi-actor selections.

It would be nice to fix this, but not a regression so removing label and milestone.
