I think the problem here is just that the landed helicopter can not take off to make room for the hovering other heli that is probably reserving the pad. The moment the hovering heli is moved away, the landed heli can reserve the pad and rearm. Usually helis wont hover above rearming helis - this seemed only to be possible with the quick sequence of move and land order during take off. This appears to break something with the reservations (see the enter cursor of the final land order when the pad was occupied and the landed heli rearming).

In case it helps: the heli will only try to land (and hover above the landed heli) if both helis are selected when giving the land order.

In any case this will be best tackled after the docking rework, so removing from the milestone.
