ShroudRenderer will throw exceptions if the fog and shroud sprites are split across multiple sheets. #15194 removed the batch-breaking penalty from using multiple sheets, and since then we have removed the single-sheet assumption from a few other places.

ShroudRenderer could change to using Dictionary<Sheet, TerrainSpriteLayer>s to make life easier for modders.

Likewise for the resource rendering.
