Issue Summary

Setting the Red Alert 2 Kirov to a very low value like

BlimpBomb:
	Range: 0c1

to improve it targeting actors right below not in front makes the actor go back and forth very fast when approaching the target. However, it will never reach the destination and get stuck.

Changing AttackFrontal to AttackFollow has no effect. It seems to be something deeper in the targeting code.

Reproduction

Edit https://github.com/OpenRA/ra2/blob/master/mods/ra2/weapons/misc.yaml#L3 as instructed above.

Expected behavior

Range 0 or something near it should be supported to allow something like this:
vanilla RA2
