This is the first of a couple of tweaks to prepare for the removal of the ingame mod chooser. The mod to launch can be selected from the VS/MD GUI as shown (we can't get rid of the base OpenRA.Game configuration, so that will now always launch RA).

It might be better to redo this with dummy projects so that all IDEs are able to use this.

Microsoft appear to have done a good job at preventing that from working. All the hacks I can think of to have dummy projects to run an exe with different args either disable the run dialog in VS or fail to compile.

We're going to have to live with this feature only working on modern XS/MD versions. Windows users will have to do it the official way (editing the project options manually).
