What does it mean 'BuildingFractions'? Normal and Naval AI define for both afld, hpad both BuildingLimits and BuildingFractions, but Turtle AI defines for afld only BuildingLimits.

What does it mean 'BuildingFractions'?

BuildingFractions is supposed to represent probability that this actor will be built randomly (relative to total sum of all fractions, not an absolute percentage).
