Enable "campaign" bot for scripted players in missions. #16119

This PR defines a (so far) dummy "campaign" ModularBot instance, and sets all scripted players in missions to use it. This should restore the pre-fog-targeting behaviour, as bot-controlled units are allowed to keep pursuing targets that are hidden by fog/shroud.
