Added configurations for starting the default mods in Visual Studio.
Also let VS 2019 do a reformatting on the sln file.

I expect we'll probably want to drop the RunConfiguration feature now - it doesn't make sense to be able to run "Tiberian Dawn - Dune 2000". But considering that our project files are currently broken in MD this can be deferred to a followup.
