Let AI ignore frozen actors and target original actors instead #17298

Fixes #17297.

The AI will acquire new targets after a target that is hidden under fog of war has been destroyed. Demonstration at https://imgur.com/a/bWHvluv.

This fixes the issue entirely that the AI was having. This should be good to go.

Code looks good to me and didn't see any issues or crashes in a 6-AI skirmish.
I think this is trivial enough (code-wise) that a +2 isn't a must-have, so lgtm.
