Narrow spacing in Exodus to fix lag issue and remove out of bounds actors #18979

Closes #18925

Added a rock to match up the exit spacing. I took the liberty of changing the script to use CPos instead of waypoints on the exit footprints to save a few lines. Also, I removed the out of bounds power plants as their health bars are visible to players with show health bars on. Turrets aren't disabled by low power, so they weren't needed anyways.
