e9e377a introduces tertiary colours for large scenery but does not update the API.

  • add LS to ScTileElement::tertiaryColour_get and ScTileElement::tertiaryColour_set
  • add tertiaryColour: number; to LS in the .d.ts file
  • make tertiaryColour optional in LargeSceneryPlaceAction::AcceptParameters (for backwards compatibility)
