Warn on Fill/Blank Down with pending Sort

If the user has a pending sort, which hasn't been made permanent, the visual appearance on the screen doesn't match the data that the Fill Down and, particularly, Blank Down operations will operate on.

Proposed solution

Warn the user when they attempt any operation that depends on row ordering when they have a Sort active which has not yet been made permanent.
