mosaic core requires a set of staked validators. The anchor on the other hand
requires only an "organization" to anchor a state root.

Not sure, but do we need a section here for a circular buffer of state roots. So that it doesn't infinitely append state roots?

Simple and nice.

  • Should this also describe remoteChainId coAnchor?
  • Should this also describe that only the state roots of blocks with block number greater than the latest commit block can be committed? (Maybe this is more of an implementation detail)
