Deliver goods to all industries around station

I think it would be very useful if goods delivers from station to all industries around. But now they delivers only to nearest one. It's makes such problems on destination stations and player need to build additional stations to deliver goods where he want. This patch allow station to deliver goods to all industries around it.

Reason for closing: Won't implement

Thanks for this patch Ivan. Alberth reviewed it, but it can't be included in the game: "5464 delivers 1 unit of cargo in round robin fashion to the industries, that will take forever to distribute eg ship deliveries".

Flyspray clean up of older tickets so closing this. If this offends you, discuss with andythenorth in irc. (andythenorth has no ability to review patches but can re-open tickets).
