"Go To" button not lowerd after re-selecting goto tool

adf88 opened the ticket and wrote:

1. open orders window and activate any GOTO tool
2. while GOTO tool is active, select other GOTO type by the "Go To" drop-down menu
3. the "Go To" button is no more lowered (it should be as the tool is still active)

Reason for this is the drop-down - after rolling up it raises it's button.

Suggested fix: update "lowered" state while in OnPaint. Patch attached.
