OpenTTD's crash report window does not open. #7758

Version of OpenTTD

20191002-master-g865eea8173

Expected result

The OpenTTD crash window opens when the game crashes.

Actual result

The OpenTTD crash window does not open, instead Windows 7 says "OpenTTD has stopped working". Note that the crash files are still generated.

Steps to reproduce

  1. Crash OpenTTD to try to get the crash window.

This appears to be fixed in 2019-10-04 master.
