Fix: provide two sets of tram tracks not one in the GUI tramway icon #8015

Forum user pointed out my mistake, trams have two sets of rails per tile, not one. Obvious in retrospect. Oof.

Assuming my compile of openttd.grf does nothing weird, this should be an isolated change for a single GUI icon. I'm hoping it can be backported for 1.10.0 release as that's the first time the icon will appear in an official release.
