Upgrade libraries to address security alerts #2

It would be great to upgrade all libraries.

I have no knowledge of Python -- what about moving from Python 2 to Python 3? It seems that a 2019 version would be better than a 2013 version but I'm completely uninformed in this realm.

#3 awaits review. This is my first commit on a Python project so I expect there are things that could be done better.

One question I have is "can we mass update all of the dependencies?" as I suspect many of them have newer versions.
